Past Master, Mr Duncan Garland

Past Master Mr Duncan Garland was installed on 15 April 2019. The Master is elected for a year and presides at all our functions.

The Worshipful Company of Fletchers is led by the Master aided by a Court of Assistants and the Clerk. Our current Master is Mr Duncan Garland, who was installed on 15th April 2019. The Master is elected for a year and presides at all our functions.

Duncan was clothed with the Fletchers Company in 2009 and joined the Court in 2014.

Duncan spent the vast majority of his working life with one company, joining C.T. Bowring in 1979. The company was subsequently acquired by Marsh & McLennan Inc. in 1981, and MMC became arguably the largest intermediary of Insurance and Reinsurance products globally through a mixture of organic growth and acquisition. The Company is divided into a number of Specialty units offering the spectrum of services associated with risk transfer, and Duncan worked for the Guy Carpenter unit, which aims to help its Insurance company clients achieve profitable growth through a combination of reinsurance, broking expertise, strategic advisory services and industry leading analytics.

After initially working as a junior on reinsurance business from the U.K. domestic market, he transferred to the team dealing with clients from Asia Pacific where he would spend over 30 years developing the client base in what must be one of the more diverse and fascinating parts of the globe.

In 1984 he was fortunate enough to be allocated responsibility for a new client who was looking to commence business in Malaysia, Takaful Malaysia.  They were the first Takaful Operator (loosely speaking risk manager) in South East Asia to offer risk management products to the public which were acceptable under the laws governing Islamic Finance.  Initially this was a small part of the conventional reinsurance business of Guy Carpenter.

Subsequent to this introduction to Islamic finance, he worked towards the establishment of organisations operating under similar guidelines in Indonesia, Sri Lanka and Labuan, an Offshore Financial Centre of Malaysia. 

During his career he was a regular speaker on Takaful / Retakaful and Insurance / Reinsurance both around Asia, and in London at the International Takaful Summit which is held annually.  Engagements in Asia have included Regional presentations in Korea, the I.O.F.C of Labuan, Malaysia and a Petrochemical Seminar for clients of the then fledgling Takaful Indonesia amongst others.

Duncan undertook a number of short secondments in the Asian region and was responsible for the establishment of an office in the I.O.F.C. of Labuan, and the consolidation of the existing reinsurance office in Korea of Guy Carpenter, and the reinsurance portfolios of acquired companies Johnson and Higgins, and Sedgwick, into a single client facing unit.

Duncan’s final task for the Group as a Managing Director was the assumption of responsibility for the Takaful Industry worldwide, to include clients operating in Asia and the Middle East, and prospective clients in Europe and the U.S.A.

He then spent a short period of time with another major London broker, Willis Re, before establishing a consultant organisation which has been engaged to offer assistance to non-insurance industry clients based in the United Kingdom. Projects have included protection of past liabilities to enable sale to a multi-national organisation for example. All very different challenges to those from his previous ‘working’ life, but equally enjoyable.

Having travelled extensively over the years, Duncan has greatly enjoyed spending a lot more time in the U.K. since stepping back from full time employment, and his hobbies include membership of Lloyd’s Fly Fishing Association, Clay Pigeon Shooting and training his English Springer Spaniel, Izzy.
